Potomac Highlands Regional Jail Overview
Potomac Highlands Regional Jail and Correctional Facility is operated by the West Virginia Division of Corrections and Rehabilitation. The official facility page places it in Augusta and lists it as serving Grant, Hampshire, Hardy, Mineral, and Pendleton counties. For Hardy County families, that regional setup is the key fact. The sheriff's office and courts are centered in Moorefield, but jail housing after arrest normally routes to this WVDCR facility.
The facility holds pretrial felony and misdemeanor detainees and sentenced felony and misdemeanor jail populations for the five-county region. It is not a long-term state prison for every sentenced felony case, though WVDCR tables include DOC-linked populations held in regional jails. When a sentenced person leaves regional jail custody for prison or active supervision, the lookup shifts to the statewide DOC locator instead of the regional jail roster.
WVDCR's official Potomac Highlands facility page is the source for the facility contact and visitation details shown in this screenshot.
The official facility listing explains why Hardy County inmate records use a state regional jail page rather than a county jail page.
Potomac Highlands Capacity and Population
WVDCR's FY2025 Annual Report lists Potomac Highlands Regional Jail and Correctional Facility with a rated population of 312. The same report gives an FY2025 average daily count of 240, plus 1,428 admissions and 1,347 releases. Those numbers describe the regional facility, not Hardy County alone. The report also lists a status mix that includes pretrial, convicted, DOC, and a small federal pretrial category.

Lookup Potomac Highlands Inmates
Use the WVDCR regional jail tools for someone held at Potomac Highlands. The Regional Jail Offender Search is the current-custody search, while Daily Incarcerations is useful for recent bookings by county. Select Hardy County on Daily Incarcerations when the arrest is recent and the correct spelling is not clear. For a current roster search, enter at least three letters of the last name and add first name when needed.
- Search Daily Incarcerations by Hardy County for new bookings or same-day admissions.
- Search the Regional Jail Offender Search by last name for current Potomac Highlands custody.
- Confirm the listed institution before scheduling a visit or calling about property, money, or release.
- Use the WVDCR prison locator if the person has moved to state prison or active supervision.
- Use BOP, USMS, or ICE channels for federal or immigration custody.
Lookup distinction: Potomac Highlands is a regional jail. Sentenced state prison and active-supervision records use the DOC locator, not the regional jail roster.
Potomac Highlands Address and Contact
The main facility phone is the starting point for urgent custody, housing, and release-confirmation questions. The visitation scheduling number is separate and should be used for non-contact visit appointments during the posted scheduling window. The official page also lists a fax number. The facility page does not publish public counter hours, so visitors should call before traveling from Hardy County.
WVDCR directions place the facility off Dolan Drive in Augusta. From I-68, the official route uses exit 43-B toward Industrial Boulevard, Canal Parkway/WV-28 Alt S, US-50 East, and then Dolan Drive. From I-81, the route uses exit 317 for US-11, VA-37 South/Martinsburg Pike, US-50 West/Northwestern Pike, and Dolan Drive. Hardy County visitors should confirm the appointment and road time before leaving Moorefield because the jail is outside the county.

Visit Potomac Highlands Inmates
Potomac Highlands posts non-contact visitation rules. Visits must be scheduled one day in advance by calling (304) 496-7057 between 10 a.m. and 2 p.m. for Tuesday, Thursday, or Saturday visits. Appointments are first-call, first-served and may not be scheduled at the window. Offenders are allowed one visit per month. One visit can include two adults or one adult and two children.
| Day | Facility Schedule | Purpose |
|---|---|---|
| Monday | Call for Tuesday appointment | Scheduling |
| Tuesday | Visitation begins at 8:30 a.m. | Non-contact visit |
| Wednesday | Call for Thursday appointment | Scheduling |
| Thursday | Visitation begins at 12:00 p.m. | Non-contact visit |
| Friday | Call for Saturday appointment | Scheduling |
| Saturday | Visitation begins at 8:30 a.m. | Non-contact visit |
| Sunday | No visitation | Closed |
Visitors must arrive at least 15 minutes before the scheduled visit, register when entering, and show valid photo ID such as a driver's license, DMV photo ID, or passport. Minors need a birth certificate and must be with a parent, legal guardian, or authorized adult using the signed and notarized juvenile visitation form. Facility notaries cannot notarize that juvenile form. Dress must be appropriate, and the shift supervisor decides close calls.
Mail, Money, and Phone
The official Potomac Highlands page did not publish a full mail format, phone vendor, commissary vendor, deposit fee table, or tablet rule set during the research pass. West Virginia correctional vendors can change. For that reason, the correct public approach is to confirm the exact format and vendor before sending money, mail, or property. Use the facility address and main phone first, and avoid relying on non-official pages for fees or limits.
| Topic | Official Detail Located | Action Before Sending |
|---|---|---|
| No PHRJ-specific mail format was located on the official facility page. | Call the facility for the required name, ID, and address format. | |
| Money deposits | No official PHRJ fee table was located in the facility page. | Confirm the current vendor and fees before payment. |
| Inmate phone | The public page lists facility phone numbers, not inmate phone pricing. | Ask PHRJ for current phone-account rules. |
| Video visits | No PHRJ video-visit schedule was confirmed. | Do not assume video visits are available without confirmation. |
Booking at Potomac Highlands
Hardy County arrest processing usually moves from the local arresting agency to regional jail intake when the person is held. Intake can include identity confirmation, property inventory, search, fingerprinting, booking photograph where required, medical and mental-health screening, classification, and housing assignment. The jail record may then appear in WVDCR OIS through the current offender search or Daily Incarcerations after processing and system update.
The first court appearance and bond process are separate from the facility's housing process. Magistrate or court rules control release conditions, cash bond, surety bond, recognizance release, no-bond holds, and capias matters. A person can have a Hardy County bond but remain held because of another county warrant, federal hold, probation or parole matter, ICE detainer, or other agency issue.
Potomac Highlands Records Requests
Booking and jail-housing records usually belong to WVDCR or Potomac Highlands as custodian. Sheriff arrest reports or incident records should be requested from the arresting agency. Court complaints, bond orders, hearing dates, and dispositions belong to the Hardy Magistrate Clerk or Circuit Clerk, depending on the case. A useful request names the person, date of birth or approximate age, arrest date, booking date if known, facility, arresting agency, case number if known, and exact record sought.
- Booking sheet
- A jail intake record, often separate from the police arrest report.
- Bond sheet
- A custody or court record showing release terms or holds.
- Court complaint
- A charging document from the court side of the case.
- Detainer
- A hold from another agency that can affect release.
About Potomac Highlands Jail
Potomac Highlands is part of West Virginia's regional jail system. Older annual-report context says Hardy, Mineral, and Hampshire were once served by Eastern Regional Jail before Potomac Highlands opened in Augusta for the Potomac Highlands counties. The current WVDCR page describes the facility as adjacent to both the Virginia and Maryland state borders. That geography matters for Hardy County families because a visit can require regional travel, mountain-road time, and a confirmed appointment.
WVDCR's FY2025 Annual Report adds recent state context. The agency was replacing outdated analog electronic security systems across the ten Regional Jail and Correctional Facilities, with construction beginning in early 2025 and completion expected in 2027. The report did not identify Potomac Highlands' individual installation status, so the facility should not be described as complete. The same report named Corporal Edward Roby from Potomac Highlands as WVDCR Employee of the Year in May 2025 and described his work in transportation and suboxone administration supervision.
Note: Confirm custody, visit approval, and the current schedule with Potomac Highlands before traveling from Hardy County.
